“Unable to obtain IP Address” from the DHCP server usually means there is a firewall (hardware or software) somewhere that is set to refuse to allow other computers to connect to the network – it does this by not giving an IP address to a computer that is trying to connect to the network.

The firewall could be a software firewall like Zonealarm on the users PC, or a firewall built into the users hardware like a router, or even on the motherboard (like Nvidia NForce chipsets). Or, if the user is on a network then the firewall could be on the DHCP server itself or just before the connection to the outside world. You need to reconfigure your firewall to allow a connection – contact the firewall provider for information as to how.

The only other thing to consider is if your broadband account uses static IP addresses (as in not Dynamic IP addresses). This is very rare and usually only the case for people with business broadband connections that have servers on (they host web pages, and hence need a static IP address). In this case you need to assign an IP address on your network (or from your provider) and enter this in the console settings.
