To get all cards in Yu-Gi-Oh you will need to use the codes titled “Have Cards Set 1” through “Have Cards Set 19”, but you can not turn them all on at one time. You will need to turn the first two on (“Have Cards Set 1” and “Have Cards Set 2”), go into the game and save. Then boot the Action replay again and turn off the two that you just saved and turn on the next two, go into the game and save. Continue this until all 19 codes are saved on the game and you will have all cards.
