Check that you don`t have any codes selected which could conflict with each other and reduce the number of cheats which you select to use within the game.

If you are still having problems with the cheats, it could be that another version of the game has been released (eg, Platinum etc). Check to see if there is another version of the title and try your Ultimate Cheats disc with that version.
